On September 18, the China (Liangshan) Commercial Vehicle and Parts Export Development Conference was grandly held at Hall N3 of the Liangshan International Convention and Exhibition Center in Shandong. Centered on the theme "Joining Forces to Go Global and Seizing New Opportunities Together," the conference focused on the high-quality development of foreign trade in commercial vehicles and parts, aiming to build synergy for the industry to capture overseas market opportunities and jointly expand into international markets. Distinguished guests in attendance included Sun Xiaohong, former Secretary-General of the Automotive Internationalization Professional Committee under the China Chamber of Commerce for Import and Export of Machinery and Electronic Products (CCCME); Zhao Zhifa, Deputy Director of Jining Customs; Song Enquan, a member of the Party Leadership Group and Level III Researcher at the Jining Municipal Bureau of Commerce; Zhang Wei, a member of the Standing Committee of the Liangshan County Party Committee and Deputy County Mayor; Xue Junqi, Party Secretary and Director of the Liangshan County Bureau of Commerce; Qin Tao, Party Secretary and Director of the Liangshan County Bureau of Science and Technology; Zhang Tingting, Director of the Office of the Used Car Export Branch of the China Automobile Dealers Association (CADA); and He Zhaoguang, President of the Shandong Used Car Export Association.

Speeches by Officials
In his address, Zhang Wei, Deputy County Mayor of Liangshan, outlined the achievements of Liangshan’s commercial vehicle industry and explained the local strategy for enhancing the quality and efficiency of foreign trade in this sector. He pledged continued support regarding resource allocation to empower local enterprises in expanding their overseas markets.
Zhao Zhifa, Deputy Director of Jining Customs, stated that Jining Customs would continue to optimize customs clearance services. He emphasized the commitment to effective policy outreach, reforms facilitating customs clearance, and guidance on corporate compliance to safeguard and support Liangshan’s commercial vehicle exports.
Song Enquan, a Level III Researcher at the Jining Municipal Bureau of Commerce, offered guidance and support regarding the industrial transformation and upgrading of Liangshan’s commercial vehicle sector and the expansion of foreign economic and trade exchanges, viewing these efforts within the broader context of the city's foreign trade development. He encouraged enterprises to seize opportunities to increase their share of the international market.
Zhang Tingting, Director of the Office of the Used Car Export Branch of the China Automobile Dealers Association, noted that Liangshan serves as a key national hub for the export of used commercial vehicles, boasting a large industrial scale, high enterprise activity, and significant advantages in foreign trade. The Chamber will continue to leverage its strengths as a national industry platform, reinforcing four key functions: policy dissemination, industry leadership, resource coordination, and self-regulation. It will guide enterprises to strictly adhere to export compliance standards and rigorously control vehicle quality.
He Zhaoguang, President of the Shandong Used Vehicle Export Association, stated that the association would continue to act as a bridge, focusing on three core tasks: facilitating government-enterprise liaison, integrating resources, and promoting industry self-regulation. First, it will coordinate with competent government authorities, customs, and commerce departments to promptly gather enterprise feedback, help companies utilize foreign trade support policies, and resolve bottlenecks in customs clearance and inspection processes. Second, it will integrate upstream and downstream industry chain resources, fostering collaboration among OEMs, remanufacturing firms, foreign trade platforms, cross-border logistics providers, and overseas service partners to jointly establish overseas warehouses and localized after-sales networks; this aims to overcome the previous "sales-only, no after-sales" limitation and boost repeat purchase rates among overseas customers. Third, it will strengthen industry self-regulation by guiding export enterprises to uphold integrity, establishing an internal credit mechanism, standardizing transaction contracts, vehicle inspection reports, and cross-border fulfillment processes, thereby safeguarding the brand image of Chinese used commercial vehicles in the global market.
Standard Release
A grand ceremony was held to release the *Technical Specifications for Remanufacturing Used Trucks for Export Suitability*. Leaders, association representatives, and university experts gathered to witness the official launch and implementation of this new industry standard.
Yan Shengyu, a professor and doctoral supervisor at the School of Automobile, Chang'an University, provided a comprehensive and detailed interpretation of the standard. He explained key aspects—such as remanufacturing technical requirements, safety inspection indicators, and compliance details for exports—item by item, offering authoritative technical guidance to help export enterprises adopt standardized operations and compliant market expansion strategies.
Keynote Speeches
During the keynote session, industry experts, corporate executives, and overseas clients shared practical insights. Sun Xiaohong, former Secretary-General of the Automotive Internationalization Committee under the China Chamber of Commerce for Import and Export of Machinery and Electronic Products (CCCME), delivered a speech titled "Analysis of the Current Status and Future Trends of Chinese Commercial Vehicle and Parts Exports." Drawing on industry statistics, he analyzed the current export landscape and assessed future development trajectories.
Tong Shaolong, Deputy General Manager of Shaanxi Deyitongtu Automotive Technology Service Co., Ltd., spoke on the topic "Seizing New Industry Opportunities and Building a New Channel Ecosystem," exploring implementation pathways for OEMs to expand overseas collaboratively and build a new ecosystem for overseas sales channels. He Xiwang, General Manager of Woniu Huoche Network (Shandong) E-Commerce Co., Ltd., delivered a presentation titled "Enhancing Quality and Building Foundations, Expanding Globally through Innovation: Driving Sustainable Foreign Trade Growth via High-Quality Development." Drawing on local industrial practices in Liangshan, he shared insights on how quality improvements can drive foreign trade growth.
Kwame Afrifa, CEO of Ghana’s OXGOMAS VENTURES, gave a presentation titled "Facing the Reality of the African Local Market." Grounded in firsthand market experience, he analyzed the characteristics of the local commercial vehicle market, offering valuable, direct insights for domestic enterprises looking to expand into Africa.
Zhao Yanjiang, Marketing Manager of Shandong Huayuntong Information Technology Co., Ltd., presented on "Digital Intelligence Empowering and Safeguarding Supply Chains: Practical Insights on How Supply Chain Platforms Facilitate Truck Exports." Focusing on real-world pain points in cross-border trade, he outlined how digital supply chain platforms optimize cross-border logistics and enhance export operational efficiency.
Roundtable Forum
The conference featured an interactive roundtable forum themed "Solving Pain Points in Commercial Vehicle Exports and Empowering High-Quality Industry Development." Representatives from industry associations, foreign trade agencies, and manufacturing enterprises engaged in in-depth discussions on common industry challenges—such as product quality control, the establishment of overseas after-sales service systems, corporate integrity, and cross-border logistics support. Participants addressed real-world bottlenecks in the export process, shared practical experiences, exchanged development ideas, and built a consensus on collaborative industry growth. A dedicated business matchmaking session was also held to facilitate face-to-face cooperation discussions between suppliers and buyers.
The successful hosting of this conference has further strengthened the international exchange and cooperation of Liangshan’s commercial vehicle industry, promoted the implementation of industry technical standards, and smoothed channels connecting domestic and international markets. Moving forward, Liangshan County will leverage the strengths of its commercial vehicle industry cluster to solidify its industrial foundation and optimize the environment for foreign trade. It will guide commercial vehicle and parts enterprises to pursue standardized development and "go global" collectively, thereby continuously enhancing product competitiveness in the international market.
